The New Beginnings SPCA is a non-profit 501(c)3 organization that operates solely on donations and profits from our thrift store and does not receive tax dollars. We are also a no-kill organization, which means animals are never euthanized simply because they are homeless or have behavioral problems. We euthanize only if there are serious health issues that are not treatable and the animal is suffering. We do not euthanize for Felv or FIV.

Animal rescue: We find homes for homeless cats and dogs. Because we do not yet have our shelter built we are very limited in the number of animals we can accept. Please call our adoption room at 541-464-4313 for more information. We are open noon to 5 PM 7 days a week, except major holidays. We onlyanswer the phone during those times however you can leave a message 24 hours a day. If you do leave a message please be sure to speak clearly and leave your name and complete phone number. You can also see all of our adoptable animals by clicking on the link to the left.


Low-income spay/neuter: Our funds are very limited at this time. We refer most people to Douglas County Low Cost Clinic for help. Please call them at 541-672-3161 If you wish you may call us to see if funds are available.

Feral Kitty Committee: Caring for feral cats in public and private sectors. Please see the Feral Kitty page for more details.

Providing food for low-income pets: Providing food for low-income pets: We accept donations of pet food that is then passed on to low-income citizens and used for the feral kitty committee. Donations can be dropped off at the thrift store any time they are open.

No-Kill Shelter: Still one of our goals but has been delayed due to funding. For more information on that, please see our Shelter Page.

Our thrift store is located at 1212 SE Stephens in Roseburg. We welcome clean, usable donations. All donations are placed in the store for sale with the profits going back to the animals. The thrift store is open Monday through Saturday 10AM to 5PM and 11 AM to 5PM on Sunday. Donations can be dropped off anytime during normal business hours.
